Lycos/Tripod offers a free service where you can build a site up to 50mb in size. The service offers some sophisticated features. They also offer a domain name service and you can buy paid hosted accounts. Look at their members page to see some of the features on offer.
The only problem with these type of web building services is that you have to be online when you are building. As this can be time consuming you will need an 'unlimited' ISP account or it will work out expensive.
